doc: update command usage

Browse Source 
Running the command specified `date -d 14:00 UTC`
fails with the following error:
```date: the argument ‘UTC’ lacks a leading '+';
when using an option to specify date(s), any non-option
argument must be a format string beginning with '+'
```
Add quotes to ensure expected output.
