ci: do not run "make mod-check" for containerized-tests

Browse Source 
An updated CI job will run "make mod-check" in parallel with the full
containerized-test and containerized-build targets. This will hopefully
reduced the time that is needed for the whole
ci/centos/containerized-tests job.
