rbd: support pvc-pvc clone with different sc & encryption

This commit makes modification so as to allow pvc-pvc clone
with different storageclass having different encryption
configs.
This commit also modifies `copyEncryptionConfig()` to
include a `isEncrypted()` check within the function.
