This commit remove the v1beta1 snapshot references as its
no longer valid or to be concerned about.

This change resolves a typo for installing the CSIDriver
resource in Kubernetes clusters before 1.18,
where the apiVersion is incorrect.

With v4.0.0 release of external-snapshotter, we are moving towards v1
from v1beta1 API version
