Madhu Rajanna 445de7926d cephfs: add validateCreateVolumeGroupSnapshotRequest
added validateCreateVolumeGroupSnapshotRequest
to validate the CreateVolumeGroupSnapshotRequest
request and ensure that all the requirement
options are set. if not, reject the RPC request.
