cephfs: safeguard subVolumeGroupCreated map from race condition

Multiple go-routines may simultaneously create the
subVolumeGroupCreated map or  write into it
for a particular group.

This commit safeguards subVolumeGroupCreated map
from concurrent creation/writes while allowing for multiple
readers.
